Chief Himi is a Jet Eye affiliated with the Ministry of Health, Labor, and Welfare’s Specialized Forces Division (SFD). He has the ability to manipulate memories.
Background[]
Very little is known about Chief Himi.
He is the current chief of the SFD, with a security clearance level of one, meaning that he can access all information pertaining to the Third Eye incident.[1] However, he is still under the jurisdiction of the mysterious 3E Committee.
Appearance[]
Chief Himi is very tall and thin. He has pitch-black hair that’s neatly smoothed down, giving him a youthful appearance despite the furrows at the sides of his mouth and on his brow. He has been noted to have the appearance of a warrior.[2]
Personality[]
Chief Himi is usual calm and coolheaded, giving the impression of someone that you could depend on. He has been shown to be rather kind, having strong morals.
He has been noted to have a very strong and dignified voice.[3]
Third Eye[]
Abilities[]
Chief Himi has the ability to suppress the memories of other people. He can also create “barriers” that tamper with the perception of others. This allows him to hide large objects — even if they are in plain sight — from the awareness of others.
However, although Chief Himi’s explicitly stated powers seem rather passive, Yumiko has hinted that he also possesses great offensive power.
Detection Radius[]
Chief Himi’s detection radius has never been explicitly stated. However, going by Third Eye theory, Chief Himi’s detection radius should be medium-sized, as his ability only affects the brains of his target.
Plot Outline[]
After Biter was killed, Chief Himi met with Minoru at the hospital. There, he invited him to join the SFD, an offer that Minoru initially declined. In the end, he eventually accepted the offer on one condition: after the Third Eye incident was over, Chief Himi would erase all memories pertaining to him from the minds of everyone who knew him.
